This paper derives cognition, collective organization, norms, institutions, and governance as necessary consequences of persistence under irreversible loss. Building on thederivation of chemistry and self-maintaining systems in Paper V, we show that cognition emerges as an internal loss-regulation mechanism forced by variable environments,and that social structures arise as distributed extensions of the same function.Individual cognition is derived as adaptive refinement control under uncertainty,not as representation or optimization. Collective cognition emerges when loss regulation exceeds the capacity of isolated agents, forcing coordination, norm formation,and shared constraint systems. Norms are shown to be externalized refinement constraints that suppress loss variance, while institutions arise as persistent enforcementmechanisms that stabilize norms across time and population.Governance is derived as large-scale loss regulation under delayed feedback, andcollapse is shown to follow from structural failure modes: refinement exhaustion, normfragmentation, institutional lag, and boundary failure. No psychological, sociological,political, or historical assumptions are introduced.Cognition and society are unified as higher-order persistence regimes, continuouswith chemistry and biology, completing the formal derivation of structure under irreversible distinguishability.
