This paper provides a deterministic, purely mechanical derivation for the Fine Structure Constant (α ≈ 1/137). Utilizing the Universal Sheet Tension (UST) Model, α is redefined as the "Harmonic Rupture Limit" of the 2D manifold skins that encase 3D matter. We demonstrate that the value 1/137 represents the geometric ratio where vibrational nodal density reaches the material saturation point of the 2D skin, providing a structural explanation for electromagnetic coupling strength without the need for anthropic fine-tuning.
