Information and Communication Technologies (ICT) play a central role in shaping social development by enabling access to information, improving service delivery, expanding economic opportunities, and strengthening social inclusion. This paper reviews the conceptual links between ICT and social development, examines the mechanisms by which ICT influences education, health, governance and livelihoods, and discusses constraints and policy implications for Indian universities and the broader public sector. The paper concludes with recommendations for university-led interventions, research directions and policy measures that can maximize the developmental impact of ICT in India's social context.
