This work proposes a conceptual and minimally formalized cosmological frameworkbased on three fundamental entities: A (a persistent proto-spacetime), AB (localinstability or genesis events), and B (observable universes). In this framework, cosmological evolution is not globally cyclic but locallygenerative: AB events may occur in suitable regions of an existing B, potentiallyassociated with extreme gravitational environments, without requiring globalreset or total annihilation. The model is consistent with entropy growth, allows local violations of naiveglobal equilibrium assumptions, and is compatible with current observationallimitations. The framework unifies elements from inflationary cosmology, blackhole physics, and anthropic selection without invoking a classical multiverse. This preprint presents the conceptual structure, axioms, and minimal mathematicalformalism, and proposes possible observational consequences.
