This work interprets the temperature of inactive black holes within the Universal Quantum Foam Hypothesis as a macroscopic signature of the mechanical state of space itself. Black holes appear not as hot objects but as zones of maximal field saturation in which open dynamics transform into internal stress organization. Their effective temperature therefore lies below the cosmic microwave background and decreases further with increasing mass. The paper proposes a new perspective in which black holes may be approached observationally through their thermal absence as an indicator of structural field binding.
