This abstract was presented as an oral contribution at the 30th European Society for Rural Sociology (ESRS) Congress. Drawing on Tools4CAP evidence (12 focus groups, a literature review in 18 Member States, and an EU-level survey), it highlights key challenges in CAP Strategic Plan design and monitoring across Member States—such as complexity, timing, transparency, and coordination—and reflects on the project’s co-design approach to developing practical, evidence-based and participatory tools to support improved CAP planning and governance.
