Demonstrates the relationship between anti-corruption and AML systems, suggesting strategies for integration at national and international levels.
The relevance of the study stems from the need to develop a comprehensive approach to combating corruption and money laundering (AML/CFT), which pose a threat to national and collective security, law and order and trust to state institutions. Despite its functional differences, anti‑corruption and anti‑money laundering systems have significant potential for collaboration, requiring scholarly analysis and the development of unified standards. Common elements of anti‑corruption and AML/CFT systems include shared objectives (establishing a stable legal environment), reliance on international standards (the UN Convention against Corruption, FATF recommendations), a combination of mandatory regulation and compliance programs, and the use of digital tools to monitor financial transactions and identify risks. As part of the investigation of national anti‑corruption and anti‑money laundering systems were used various methods, including comparative analysis, which made it possible to assess approaches to countering these phenomena in Russia and other countries, such as China, identifying best practices and shortcomings in legislation and law enforcement practice. Appliance of statistical analysis to study data on registered crimes made it possible to identify patterns in the distribution of proceeds of crime. Conducting interviews with experts in the field of law, finance and anti‑corruption policy made it possible to obtain high‑quality data on current problems and prospects for integrating systems. Modeling facilitated the development of conceptual models for the integration of anti‑corruption and money laundering systems, including the synchronization of legislation and practice. The study aimed at determination of the relationship between combating corruption and AML/TF systems, as well as to develop proposals for their harmonization at the national and international levels.
