Description This work provides a conceptual and interpretive perspective on the Primary Energy (PE) Theory, a framework in which the physical vacuum is treated as an energetic medium rather than empty geometry. The document focuses on: physical intuition behind vacuum viscosity, interpretation of time as a process rate rather than a geometric parameter, qualitative explanation of redshift, thermal equilibrium (CMB), and energy dissipation, conceptual links between cosmology, gravitation, and thermodynamics. This text is not intended as a standalone technical proof. Instead, it offers a narrative and explanatory layer designed to clarify the physical meaning of the theory and its implications. Quantitative derivations, formulas, and falsifiable predictions are presented in the companion technical work:“Primary Energy (PE) Theory: Phenomenological Framework and Testable Predictions” (https://doi.org/10.5281/zenodo.18414872). Status: Conceptual / perspective paper.Purpose: Physical interpretation and context for the PE phenomenological model.
