This paper introduces a conceptual blockchain-based framework for delivering globally accessible, value-centered, and autonomous basic education. Traditional educational systems are predominantly centralized, lacking transparency, global alignment, and equitable access for learners worldwide. To address these limitations, we propose a decentralized architecture grounded in universal human values and designed to operate independently through distributed governance and self-sustaining economic mechanisms. The framework comprises a DAO-driven governance model for curriculum and decision-making, a token-based economic layer that supports financial autonomy, smart contracts for automated content management, and verifiable digital credentials that enhance trust and interoperability. Furthermore, the design ensures fair and inclusive access to foundational education across diverse regions without relying on centralized authorities. As this work focuses on a conceptual model rather than implementation, future research will include developing a prototype, evaluating governance dynamics, and simulating the proposed educational economy.
