This paper presents the Lagrangian formulation of the MyominAung Photon-SeaTheory of Everything (MATE), a unified framework in which the universe is modeledas a continuous photon sea with a zero-frequency, infinite-wavelength groundstate. Within this theory, mass, gravity, dark matter, and cosmologicalphenomena emerge from inverse-frequency excitations of a single scalar field. A non-standard effective Lagrangian is constructed to encode the empiricallymotivated inverse mass–frequency relation linking mass, excitation frequency,and atomic number through a universal constant. The formulation provides adynamical action principle for the photon-sea framework, enabling the derivationof equations of motion, emergent inertial behavior, and low-frequency statesidentified with dark matter. This work serves as a technical and dynamical supplement to the MyominAungUnified Theory (MUT v3.0) and the Photon-Sea Theory of Everything overview paper,establishing a foundation for stability analysis, quantization, andphenomenological tests in atomic clocks, precision gravity, and cosmology.
