The bilateral relationship between France and Cameroon regarding migration was consolidated in 2009 with the signing of an agreement between the two parties. To support Africa in its co-development efforts, France is now contributing to the governance of African migration. This analysis—which illustrates this implication through the circular migration of Cameroonians to France, in a context of globalization and partnership—starts by analyzing the achievements of co-development in some African countries. The main objective of this study was to highlight the achievements of co-development in Cameroon by Cameroonians living in France, while examining the partnership relations between a country in the North and a country in the South, by mobilizing the theory of cooperative games. Through a thematic analysis of the documents, the study examines in depth the various achievements of the Cameroonian diaspora living in France and the role of the different actors involved in this process. We also based our argument on a questionnaire and interviews. The study highlighted the involvement of the Cameroonian diaspora in the development of Cameroon, without necessarily benefiting from the co-development projects set up by France. Finally, this analysis enabled us to establish that the concept of co-development seems to be used less and less in favor of the concept of solidarity development.
