It introduces no new mechanisms and contains no dataset-specific fits; instead, it specifies a falsifiability test matrix (T1–T13), refutation criteria, fair fitting rules (same data/likelihood, symmetric priors, complexity penalties, robustness checks), and audit guardrails such as Critical Step Hash and explicit null semantics.
