This record publishes EFT-A12, the “Quantum Contextuality Protocol Family” in the EFT methods-layer protocol library. A12 standardizes an auditable de-systematization workflow to test whether ultra-long-baseline photonic entanglement approaches a non-dispersive “common decoherence limit” after standard removal of geometry/relativity terms, medium terms (turbulence, water vapor, ionosphere, phase noise, PMD), and detector-chain terms (dark counts, dead time, multi-pair emission). It hard-locks three guardrails (non-dispersive, cross-state/context robustness, and zero-lag co-occurrence) and provides two canonical use cases (parallel two-link×two-wavelength×two-state audits; baseline/altitude stratification audits). It aligns to the audit clause Z13/T12.
