This paper introduces the SYK TENSOR Quantum Information Network (QIN), a novel Theoryof Everything (TOE) that posits spacetime and matter are not fundamental but emerge from a finitecapacity, maximally chaotic qubit substrate. We address four primary anomalies in modern physics: thenon renormalizability of gravity (UV divergences), the Black Hole Information Paradox, the origin ofemergent geometry, and the unification of fundamental forces. By modeling the vacuum as an all-toall interacting Majorana fermion system (Sachdev-Ye-Kitaev proxy) integrated with holographic tensorerror-correcting codes, we demonstrate that gravitational expansion is a macroscopic manifestation ofquantum information scrambling. Large scale numerical experiments (N = 32) confirm a 6.43× quantumadvantage in information preservation (p = 4.4×10−12) and a robust correlation (r = −0.94) between theLyapunov chaos exponent and effective gravitational coupling. These results provide a mathematicallyconsistent, falsifiable framework for quantum gravity that remains finite at the Planck scale
