Maternal mortality remains a significant public health challenge in sub-Saharan Africa. In Benin, progress towards the Sustainable Development Goals (SDGs), particularly Goal 3 on health and well-being, requires analysis of how SDG integration influences maternal healthcare delivery systems. Understanding the interplay between broader development targets and clinical service provision is necessary for effective policy. This protocol outlines a study to analyse the impact of SDG adoption on maternal healthcare delivery in Benin. The primary objectives are to: 1) assess changes in key maternal health indicators following SDG implementation; 2) explore healthcare provider and policymaker perspectives on SDG-related challenges and opportunities; and 3) identify systemic facilitators and barriers to integrating sustainable development within maternal health services. A mixed-methods design will be employed. Quantitative analysis will utilise national health survey and facility-based data to track trends in indicators such as skilled birth attendance. Qualitative components will involve semi-structured interviews and focus group discussions with midwives, doctors, and health administrators. A document analysis of national health policies will complement these data. As this is a protocol, no empirical findings are presented. Anticipated results include quantitative trends in maternal health service coverage and qualitative themes regarding resource allocation, training needs, and infrastructural constraints influencing SDG-aligned care. The study will synthesise evidence on the operational realities of pursuing SDGs within a maternal healthcare context. It will highlight the interconnectedness of health-specific and broader development targets. Expected recommendations will target health policy and practice, focusing on strengthening health systems, inter-sectoral collaboration, and tailored interventions to accelerate progress towards SDG 3 in Benin.
