This working paper introduces a structural diagnostic framework for analyzing organizational governability under conditions of complexity and saturation. The framework departs from outcome-oriented and normative approaches by focusing on the structural conditions that sustain or constrain organizational viability over time. Rather than evaluating performance, compliance, or strategic choices, the framework diagnoses whether an organization can continue operating as it does without forcing liquidity, decisions, or future options. It formalizes key concepts such as structural saturation, decision capacity, temporal margin, absorptive limits, and repeatability, providing a coherent diagnostic basis for identifying latent fragilities before they manifest as operational or financial failure. The framework is domain-independent and applicable across firms, service organizations, platforms, financial institutions, public entities, and complex socio-technical systems. It is intended to precede strategy, optimization, and corrective interventions by clarifying what remains structurally governable.
