Innovative architecture enhances communication resilience in disaster-prone areas, suggesting a new approach to connectivity.
Large-scale disasters, geopolitical disruptions, and extreme space weather events pose systemic risks tomodern Internet-dependent societies. Existing communication infrastructures—cellular networks, cloudservices, and satellite Internet—are highly centralized and power-intensive, leading to catastrophicinformation loss during infrastructure collapse. This paper proposes a Post-Internet Local CivilizationNetwork architecture using IEEE 802.11ah (Wi-Fi HaLow) mesh nodes and store-and-forward messagingto sustain essential societal communication under extreme conditions. We introduce survivabilitymetrics, including Communication Survivability Score (CSS), Civilization Maintenance Bandwidth (CMB),and Societal Communication Resilience Index (SCRI), to evaluate resilience across heterogeneouscommunication systems. Experimental prototype implementation using Raspberry Pi-based HaLowgateways and portable mesh nodes demonstrates feasibility for regional-scale autonomous IPnetworking.
