Abstract

Time is traditionally treated as a passive background parameter, leaving the ubiquity of 1/f noise and the nonlinear nature of matter wave equations as empirical mysteries. Here, we redefine time as a topological phase-flow (Φ) governed by a dual-trend oscillatory dynamics, where space and matter emerge as topological broken-symmetry defects. By deriving the topological response operator ˆR, we reveal a universal scaling law that bridges quantum metrology, planetary-scale resonances, and the cosmological horizon. We demonstrate that the 10^−18 relative frequency flicker floor of state-of-the-art optical lattice clocks and the unexplained 10^−5 residual heating rates in Bose-Einstein Condensates (BECs) are, in fact, the same temporal fluctuation viewed at different topological scales. This 13-order-of-magnitude alignment provides the first direct evidence of a universal temporal fluctuation constant, T0, with an empirical power-law index α ≈ 0. 53. Most significantly, by extrapolating this scale-invariant flicker to the Hubble scale, we naturally suppress the theoretical vacuum energy density from the Planck scale to the observed 10^−26 g/cm³. Our framework not only resolves the 120-order-of-magnitude Cosmological Constant problem without fine-tuning and explains the origin of the entropic arrow of time, but also identifies the “missing link” between quantum decoherence, gravitational emergence, and cosmic expansion.
