Abstract

This document defines the Universal AI Safety Certification Standard (UASCS) –Protocol ABIL (Authority-Based Intelligence Layer) and its associated Liability Framework. It establishes enforceable governance mechanisms for autonomous and agentic AI systems,including hardware-bound overrides, intent-hash verification, fail-to-zero execution,and non-repudiable decision attribution. This publication formally establishes prior art for the ABIL governance layerand liability attribution model in autonomous infrastructures.
