Objectives: The study analyzes the effects of Structural Adjustment Programs (1983-1999) on the Moroccan education system, specifically examining their impact on access, equity, and quality of education. Problem: The research examines how SAP conditionalities have affected the education system in different ways. It questions the relationship between neoliberal prescriptions and Moroccan institutional specificities. Methods: The study combines analysis of official documents with expert interviews. It draws on a theoretical framework that combines dependency theory and critical approaches to educational neoliberalism. Conclusion: The results show that SAPs have increased access but exacerbated inequalities and deteriorated the quality of education. Morocco has partially resisted the reforms, preserving a significant public sector and developing circumvention strategies.
