Maternal care facilities in Senegal play a critical role in healthcare provision for pregnant women and their newborns. Despite efforts to improve maternal health outcomes, there is limited evidence on the effectiveness of these systems. Panel data analysis was employed to estimate the impact of maternal care facility systems on neonatal mortality. The specific model used is y₈ₓ = eta₀ + eta₁ X₈ₓ + uᵢ, where y₈ₓ represents clinical outcomes for individual i at time t, and X₈ₓ includes indicators for the presence of maternal care facilities in each district. Analysis revealed a significant reduction (direction: 20%) in neonatal mortality rates associated with proximity to functional maternal care facilities. This finding underscores the importance of robust data collection methods and system evaluation. The study concludes that systematic improvements in maternal care facility infrastructure are essential for reducing neonatal mortality rates, supporting ongoing policy initiatives in Senegal. Future research should focus on scalability and sustainability of these findings, with recommendations for government investment in maternal health facilities.
