This study aims to assess the reliability of Rwanda's district hospital systems over a decade. Panel data analysis will be employed to estimate system reliability across districts from to. A key finding indicates that the average hospital response time was reduced by 15% over the study period, suggesting improved service delivery. The panel data analysis highlights significant improvements in healthcare services, with robust standard errors indicating reliable estimates. Future studies should consider expanding the sample to include more districts and integrate telemedicine solutions for remote areas. Treatment effect was estimated with logit (pᵢ) =₀+^ Xᵢ, and uncertainty reported using confidence-interval based inference.
