Deliverable 6.7 documents the second co-design and development phase of the Neutrality Story Maps (NSM) platform, a key performance indicator of the UP2030 project. Building on the initial co-design efforts, this phase focused on developing and refining the platform through participatory methods, enhancing usability, and tailoring content to city-specific contexts. NSM serves as a digital storytelling tool that bridges communication between citizens and policymakers around climate neutrality, enabling multimedia, map-based narratives that reflect local concerns, aspirations, and initiatives.The deliverable outlines the collaborative methodology used by VUB and CERTH to guide this design phase, including workshops, surveys, interviews, and continuous stakeholder engagement from M22 to M36. Pilot cities played a central role in content creation, prototype testing, and validation, with activities aligned to the project’s action and upscale phases. The second round also incorporated feedback from cities not involved in the first design phase, ensuring broader representation and inclusivity. The deliverable also describes how the tool evolved during this period from a basic prototype into its final, fully developed form.In addition to the NSM platform itself, key outcomes include the development of localized NSM prototypes, citizen personas, and validated story content designed to foster behavioral change and deepen engagement with climate initiatives. The public launch of the platform marked a major milestone, supported by ongoing technical development and iterative feedback loops. Final analyses assessed storytelling outcomes across city groups, highlighting NSM’s potential to support climate-neutral urban transitions.
