This research aims to understand how combined industrial and talent policies impact urban innovation in China.
Used panel data from 149 Chinese cities over the period from 2009 to 2021.
Applied a difference-in-differences (DID) design to assess policy effects.
Conducted mechanism and heterogeneity analyses to explore underlying factors.
Joint implementation of both policies significantly boosts urban innovation capacity.
Policy effects are stronger in cities with higher human capital and less advanced industrial structures.
Implementing industrial policy before talent policy yields better innovation outcomes.
