This study focuses on the evaluation of municipal infrastructure assets in Ethiopia, identifying areas where system reliability can be improved. A multilevel regression model was employed to analyse data collected from various municipalities across Ethiopia, with hierarchical structures considered at both the municipality level (level 1) and the district level (level 2). The analysis revealed that investment in maintenance activities significantly improves system reliability by a factor of 0.85 compared to uninvested systems. This study has demonstrated the effectiveness of multilevel regression models in assessing municipal infrastructure reliability, offering insights for policymakers and practitioners. Policymakers are recommended to prioritise investments in maintenance activities to enhance system reliability in municipal infrastructure systems across Ethiopia. The maintenance outcome was modelled as Yᵢₜ=β₀+β₁Xᵢₜ+uᵢ+εᵢₜ, with robustness checked using heteroskedasticity-consistent errors.
