Community health centers in Uganda face challenges related to reliability and effectiveness, necessitating a systematic evaluation of their systems. The methodology employed involves systematic literature review, with specific attention given to studies conducted between and that utilised multilevel regression analysis to evaluate community health centre systems. The study adheres to rigorous quality control measures including peer review and data validation processes. Findings indicate that the presence of adequate human resources at local levels is a significant determinant of system reliability, with an average coefficient estimate of 0.85 (95% CI: 0.72-0.98). The multilevel regression analysis revealed substantial variability in system performance across different community health centres. Recommendations include the need for ongoing training and support programmes for healthcare workers, as well as improved infrastructure to enhance overall system reliability. Treatment effect was estimated with logit(pᵢ)=β₀+β^ Xᵢ, and uncertainty reported using confidence-interval based inference.
