Analysis of public private partnerships reveals governance challenges in large infrastructure projects, suggesting important lessons.
The London Underground Public Private Partnership (LU PPP, 1997‐2010) and High Speed 2 (HS2, 2009 to date) were two very large public procurements. They were controversial and not entirely successful. Many of the issues they raised were previously identified by C. D. Foster in his writings about good governance for public projects. The paper catalogues the difficulties experienced with these projects and some others, seeks to identify commonalities, and draws lessons.
