Urban historical analysis details challenges and strategies for developing Bishkek's master plan.
Following the Presidential Decree of the Kyrgyz Republic dated 29 December 2023 on the expansion of the administrative-territorial boundaries of Bishkek, by analogy with cities such as Moscow, New Delhi, and Greater London, this territorial enlargement has given rise to numerous urban planning challenges and has exacerbated existing issues affecting the vital interests of the population. With the extension of the urban area, multiple questions emerge regarding the city’s historical reference framework, including the integration of newly incorporated monuments of historical, cultural, landscape, and other significance. The aim of this study was to establish the theoretical foundations for the rational, economically efficient, and anticipatory development of the capital of Kyrgyzstan. The research employed historical-chronological and historical-urban analyses (comparing master plans from 1878 to 2025), a systematic interdisciplinary approach (considering natural, climatic, and seismic factors), a comparative-historical method, and critical analysis of primary sources. The study revealed that the regular rectangular street grid of Pishpek in 1878 established a resilient framework for contemporary Bishkek. It analysed the stages of transformation of the urban layout during the Soviet and post-Soviet periods, and examined the influence of natural and geographical conditions (topography, rivers, seismic risk) on urban form. It was determined that early “garden city” projects (radial-ring layouts of the 1920s-1930s) retain value for green infrastructure and urban ventilation. Furthermore, the research confirmed the necessity of integrating historical and cultural heritage values in the updating of the city’s master plan. The results of this study provide actionable insights for urban planning authorities in Bishkek in the development and updating of the master plan, as well as for academic and educational institutions in formulating strategies for the sustainable development of the capital
