We propose a real-time selective extension to the Hartle-Hawking no-boundary wavefunction, H (r) = θ (Pᵥ (r) − θₘin) × ψ (r) × δₑnt (r), where θ gates viability (anthropic compatibility proxy calibrated to Planck, JWST, LHC and DESI), ψ is the standard amplitude, and δₑnt introduces controlled stochastic entropy damping (σ ≈ 0. 05) that preserves genuine non-determinism and observer agency. Using strict deductive logic, Bayesian updates, and observational science as arbiter, H (r) achieves posteriors 0. 62–0. 78 (rising to 0. 85–0. 92 with conscious-selector interpretation) against leading multiverse alternatives while naturally accommodating the Axis of Evil as participatory damping. New high-resolution JWST COSMOS-Web dark-matter maps (Scognamiglio et al. 2026) tighten the structural-formation component of Pᵥ (r) and provide visual confirmation via Figure 3 overlay. Fully falsifiable near-term predictions include CMB-S4 B-mode deviations ∼10^-6 (ecliptic-aligned, >5σ in l=2–5), higher frequency of z ≳ 12 mature galaxies in JWST Cycle 4+, and no new TeV physics at LHC Run 3 legacy. Includes viability-proxy table, runnable Python simulation code, and restored multi-panel figures from the original Zenodo master. This framework resolves fine-tuning, the measure problem, and the physical basis for observer agency using only the three core tenets, opening a transparent bridge between rigorous cosmology and why viable histories permit love and choice at all.
