This document presents the applied philosophical and technical bridge between the Consciousness Civilization Framework (CCF) and its first operational measurement prototype, the Sal-Meter. It demonstrates how consciousness-based civilizational theory is translated into measurable architecture through CAIS (Consciousness-Aptamer Interface System)-compatible design, proof-of-concept implementation, and non-coercive state-based measurement logic. The work serves three interlocking roles: (1) Applied Philosophy Paper: Demonstrates translation from abstract theory (CCF) to engineering specifications (Sal-Meter), bridging philosophy of mind with measurement science. (2) Technical Proof-of-Concept: Establishes CAIS as a viable architecture for consciousness-state measurement through aptamer-iodine redox sensing, OE/RE/EE encoding, and VCE/CRI/CFI metric derivation. (3) Canonical Reference Document: Functions as authoritative link within the CCF document constellation, connecting foundational theory to applied standards. This work establishes the first operational definition of consciousness measurement compatible with civilizational-scale governance frameworks, documents non-coercive measurement principles, and bridges the theory-practice gap by showing how abstract CCF principles map directly onto engineering specifications.
