A new approach to describe the compound nucleous formation process, where clustering aspects of the nucleus are taken into account, is worked out, it is worked out. It is shown that quantitative differences between the compound nucleus cross-section of 232Th and 238U, as observed in recent photofission experiments, could be due to the different cluster performation probabilities of these nuclei.
