This study examined the implementation challenges of e-procurement in the Adamawa State Bureau of Public Procurement (ASBPP). The objectives were to assess the effectiveness of e-procurement implementation, identify and evaluate key challenges affecting its implementation, and determine the impact of these challenges on the overall performance of e-procurement in the Bureau. A descriptive survey design was adopted, and data were collected from sixty-two (62) respondents drawn from five key ministries—Finance, Works, Agriculture, Housing, and Health. Descriptive and inferential statistical tools, including regression analysis, were employed for data analysis. The findings revealed that e-procurement has moderately improved efficiency, transparency, and accountability in the Bureau’s operations. However, its implementation is constrained by inadequate technical infrastructure, low staff training, bureaucratic bottlenecks, and weak enforcement of procurement laws. The regression results showed a very strong positive relationship (R = 0.883) between environmental institutional, organizational, and technological factors and procurement adoption and compliance, with an R² value of 0.779, indicating that 77.9% of the variation in e-procurement adoption could be explained by these factors. The ANOVA results confirmed the model’s statistical significance (F = 68.134, p < 0.05), while the coefficients showed that organizational (β = 0.450, p = 0.000) and environmental institutional factors (β = 0.483, p = 0.000) had significant positive effects, but the technological factor (β = 0.036, p = 0.659) was insignificant. The study concluded that the effectiveness of e-procurement in Adamawa State depends more on organizational and institutional readiness than on technology alone. It recommends strengthening institutional frameworks, continuous capacity-building, leadership commitment, and enforcement of procurement regulations to ensure sustainable, transparent adoption of e-procurement in the state.
