This study aims to resolve the paradox between the continuous perception of time's flow and the discrete nature of quantum mechanics. The paper proposes a Lorentz-invariant constant, the "Universal Quantum Sampling Rate" (Sq), which determines the number of quantum events (or "nows") experienced per unit of proper time by any observer. Taking into account the time dilation in General Relativity, the constant Sq approximates 1. 854 x 10⁴3 Hz and formulates why observers in different gravitational potentials always perceive the flow of time at the same uninterrupted resolution. Furthermore, it discusses how this hypothesis offers deterministic and computational solutions to four major unsolved problems in modern physics: wave function collapse, quantum gravity, the arrow of time, and dark energy.
