This deliverable presents the development and demonstration of data foundations and software prototypes for natural hazard risk analysis within Task 2.5 of Work Package 2. It focuses on enabling the practical use of climate-related risk and loss data by transforming fragmented datasets into interoperable, user-oriented decision-support tools for regional authorities, municipalities and insurers. The work builds on previous WP1 (Task 1.2) and WP2 activities, including data barriers and harmonisation guidelines, and contributes to SOTERIA’s expected outcomes of improving data sharing, strengthening regional data hubs, and supporting evidence-based climate adaptation and insurance solutions. Two complementary prototypes were developed and tested in the case regions. The first is a historical loss data visualisation prototype using the Norway case, which demonstrates how harmonised insurance loss data can be integrated, analysed and visualised to support municipal planning, infrastructure prioritisation and risk management. The second is an Integrated Flood Risk Platform developed for Valencia, a web-based tool that combines hydraulic modelling, building-level exposure and social vulnerability data to assess infrastructure risk and pedestrian safety, and to support the selection and sizing of adaptation measures.
