According to the latest NASA Space Debris Quarterly Report, the number of debris and the number of satellites is rapidly approaching each other, and the number of satellites has exceeded the number of debris due to a sharp increase in satellite launches. The main reason for this is the rapid increase in ultrasmall satellites and mega-constellation satellites in LEO. In particular, the number of satellites exceeds the amount of debris in LEO orbits below 550 km, and the number of debris is dominant at altitudes of 600 km and above. In light of this situation, we propose STM regulations for the use of LEO orbits. Regarding the increase in debris, the IADC has proposed "Debris Mitigation Guidelines" to prevent further increases, and the United Nations, national governments, and space agencies have presented design regulation proposals and guidelines. Meanwhile, regarding regulations for Mega constellations, while proposals for technical regulations have recently emerged in the US FCC's Order and Technical Regulation of French Space Operation Act, we will propose a regulation proposal that should be shared as an international rule.
