Modern festivals are a transformed continuation of historical traditions, serving as an important element of social and cultural life. This includes a timeline of the most significant global music events and contemporary domestic experiences of organizing music festivals in the city event format. The method of qualimetry is the most objective and convenient; it allows the combination of subjective expert assessments and quantitative data into a single comprehensive evaluation of the quality of an object. To construct a "property tree" (quality indicators) in qualimetry, general plans have been analyzed, and a balance sheet of the territories of the multi-day Russian music festivals "Nashestvie" (over 20 years) and "Wild Mint" (since 2008, almost annually to the present) has been compiled. A three-level "property tree" has been developed for organizing a multi-day music festival outside the city on open territory, which is one of the most complex and informal tasks of the work. A separate question arises, which researchers face - the selection of experts. For this, the authors formed two independent groups. The first group consists of fans of musical youth festivals—third-year undergraduate students from MGSU (23 people); they filled out questionnaires and assigned weighting coefficients. The second group's survey was conducted among specialists in urban planning from the Main Architectural Planning Department of Moscow (7 people). The collected materials were processed statistically. The survey took place in the spring of 2025. Based on the processing of digital data and expert assessments, the work proposes a new term, "festival organization quality indicator"—a dimensionless synthetic indicator characterizing the quality of the event, taking into account architectural, planning, organizational, and ecological indicators while ensuring the safety of all participants. The indicator ranges from 0.28 to 2.44, with a higher value corresponding to a higher quality of music festival organization. The developed model may be useful in the process of making project or management decisions regarding the organization of music festivals.
