This essay reviews Kissinger's influence on territorial negotiations in Western Sahara, suggesting implications for cultural diplomacy.
This essay reviews Henry Kissinger's doctrine in the context of the ongoing negotiations to resolve the territorial dispute surrounding Western Sahara. I pay special attention to political myths like the Grand Maroc that have constrained the maneuverability of the different negotiating parties, limiting their ability to redefine the conflict in productive ways. I contend that the cultural diplomacy orchestrated by the Polisario Front has been effective in that it has countered claims by Kissinger and others that present international law as grounded in "universal" principles but conflate that universality with Western strategic interest while dismissing the claims of non-Western nations as ideological.
