Phase 16 closes the remaining constitutional debt in the Coalition Learning Proposal (CLP) lifecycle by binding approved proposals to concrete, auditable changes in the governance substrate, and by making reversals first‑class governance acts. Prior to this phase, CLPs represented structured intent but did not directly modify the substrate they described. Phase 16 makes activation an institutional act with captured pre‑ and post‑conditions: the relevant substrate state is recorded immediately before activation and immediately after, and both views are incorporated into the associated proof artifact. This gives external auditors cryptographic evidence of what was altered, when the alteration occurred, and under which authority it proceeded. This phase also completes ceiling enforcement for the full set of permitted modification patterns. Proposed changes are now subject to validation and range‑checking across all supported topology adjustments before activation can continue, ensuring that configured ceilings are enforced at the point where governance intent is translated into substrate effect. Rollback behavior is upgraded from a nominal signal into a substantive reversal: a rollback restores the substrate to the captured pre‑activation state and emits its own high‑authority proof artifact, carrying the same cryptographic weight as the activation it negates. In effect, CLPs transition from symbolic governance to institutional action with verifiable pre‑ and post‑state, enforced ceilings, and a reversible, signed history.
