Defines Structural-Chained-Controlled-Governance, showing its impact on technology oversight and self-regulation.
This paper introduces and formally defines the concept of Structural-Chained-Controlled-Governance — the structural condition in which governance of a technology is constructed from within the same system it was designed to oversee. The central finding is precisely stated: the governance is governed by the governance itself — not by any independent external authority. Through a chain of logical analysis, the paper demonstrates that any technology governance framework can only originate from knowledge supplied by those who built the technology being governed. This produces cascading structural consequences: Certifications that validate builder-defined knowledge - Analysts whose boundary of inquiry is set by what the builder chose to disclose Enforcement mechanisms that require the builder's consultation to function - Governing bodies that derive legitimacy from the same matrix they were formed to regulate The paper further examines the human psychological dimension — why practitioners operating inside a self-governing matrix consistently believe they are operating outside it — and situates BMLP as the method of reasoning that enters without carrying any credential the matrix produced. Nine formal research findings are presented.
