This work proposes a structural ontological framework for reinterpreting key concepts in cosmology, including cosmic expansion, dark matter, physical constants, time, and space. It introduces the concepts of structural closure, structural stability, and blind necessity to describe the universe as a progressive process of structural actualization. The study is conceptual rather than predictive and is intended as a contribution to philosophy of physics and metaphysical cosmology.
