This paper presents a minimal effective model of regular black-hole interiors based on a saturating scalar closure. The analysis establishes explicit regularity criteria, introduces the transition diagnostic w₄₅₅, and classifies the admissible late-time regimes within the model. The construction is deliberately effective and model-dependent: it does not claim ultraviolet completion, global geodesic completeness, or a derivation from first principles.
