The article focuses on human resources policy in Russian agriculture. The study addressed the following objectives: to track changes in the human resources potential of rural commodity producers, identify shortcomings hindering the devel-opment of rural human resources, and identify options that could contribute to a qualitative improvement in the human resources situation in agricultural enterprises. General scientific approaches, including systematization, comparison, and generali-zation of information on human resources in the Russian agricultural sector over the past ten years, were used as a methodological basis for analyzing the situation in human resources policy in the agro-industrial complex. The analysis revealed key areas of state human resources policy in the agricultural sector: expanding the scientific staff and creating new research centers in agriculture, increasing funding for the sector, modernizing facilities and developing infrastructure in rural areas, stimulat-ng the influx of qualified workers to villages, organizing stateled youth training, restoring land fertility, and increasing perhectare production. The implementation of the planned steps within the framework of agricultural policy can ensure import substitution and guarantee food security for the Russian Federation.
