This submission provides a formal technical resolution to the "Hubble Tension"—the ~10% discrepancy between early-universe (Planck) and local-universe (JWST/HODN) expansion measurements. By shifting the paradigm from abstract space-time expansion to Solid-State Lattice Mechanics, this study identifies the Speed of Light (c) as a dynamic "Clock Speed" governed by the mechanical floor equation GM² = c.
