Abstract (Theoretical Advancement): This extract marks the pivot from digital infrastructure mapping to the human cognitive capacity required to operate it. It is the origin point for the Systems 1/2/3 architecture within the research sequence. Applying Kahneman's dual-process theory to civic systems, it diagnoses the structural asymmetry between the fast, complex private sphere (System 1) and the slow, complicated public sector (System 2). This friction is set out as a diagnostic equation: (A) Disempowered Citizens + (B) Extractive Exchange = (C) Emergent Malignancy. System 3 is then proposed as Distributed Cognitive Infrastructure: a civic coordination layer grounded in a single interoperable mechanism, externalised metacognition, intended to support continuous democratic coordination at market speed. The counter-equation follows: (A) Empowered Citizens + (B) Generative Exchange = (C) Collective Intelligence. Two genetic root conditions are identified: Civic Capacity Infrastructure (education reform) and Digital Public Infrastructure (deliberative platforms).
