Digital Truth Protocol for Governing Military Artificial Intelligence: Standard Specifications and Practical Implementation FrameworkThis research paper introduces the "Digital Truth Protocol", a comprehensive technical-legal framework designed to bridge the gap between flexible international legal norms and the precise execution of military AI. The protocol establishes a system of "Programmable Compliance" by embedding International Humanitarian Law (IHL) directly into the operational logic of autonomous systems. Key components include: •Red-Line Code (RLC): A normative software architecture structured in four layers (Input, Legal Assessment, Decision, and Control) to ensure real-time legal enforcement. •The Human Constant (): A mathematical formula (MA > CD +) that dynamically adjusts safety margins based on the operational environment (Urban, Rural, or Open fields) to uphold the Principle of Proportionality. •Immutable Black Box: A blockchain-based evidentiary system for transparent data logging and accountability. •MAIA Governance: A proposal for a global regulatory body to certify and enforce AI military standards.
