CSP-0.1 (Cognitive Skill Passport) is an open protocol for standardized description, verification, and transfer of AI skills across heterogeneous systems. The protocol introduces a strict separation between an immutable skill identity (Passport) and its dynamic execution behavior (Runtime), enabling portability, comparability, and safety of cognitive functions. CSP defines a universal CORE classification (Nature.Action.Domain), introduces algorithmic verification via DBE (Dynamic Benchmark Engine), and a structural stability metric (TDI — Tensor Divergence Index). The protocol also includes Economic, Policy, and Assimilation layers, forming a foundation for a decentralized “Internet of Intelligence.”
