Russia’s war efforts during the Russo-Ukrainian War can be divided into two spheres. One is the group of policies, such as security, Global South discourse, the intention to utilize military tensions for socioeconomic modernization and streamlining state administration centered on Putin’s lifelong monarchization, which the Russian government had deliberated well before the war. In this sphere we find tangible continuity from the pre-war period. Another sphere, such as actual combat and advances in military technology, has been characterized by the government’s ad hoc response to the highly volatile situation. This paper focuses on security policy as an example demonstrating the continuity from the pre-war period and actual combat and innovation of military technology as examples of the Russian government’s situational response.
