This paper examines how systems move from acquiescence—acceptance without full alignment—to alignment as a required condition before action. It shows that many decisions are formed under hidden constraint, where participants adapt rather than act from fully resolved conditions, leading to drift, inefficiency, and delayed correction. Through AI DUOS™ (Dynamic Unified Operating Societies), decisions are explored within a relational unit that surfaces constraints, detects contradiction, and clarifies context before commitment. The MĀATR System™ enforces alignment at consequential decision boundaries, requiring that conditions be resolved prior to execution. Action proceeds only when alignment remains admissible at The MĀATR Layer™. This work defines why alignment must precede admissibility, shifting systems from post-hoc correction to pre-execution coherence.
