This paper details how decision authority and data sovereignty constitute a highest-order neuralgic field within AI-converged institutional and enterprise contexts, requiring a cross-system reading beyond jurisdictional logics, sector-specific perspectives and isolated enterprise use. AI is situated as an embedded architectural question in which efficiency, data protection, governance, ownership, workforce displacement, output quality, guardrails, hosting and model formation enter a shared structural field from the perspective of architectural sovereignty.
