The model governs when a state may proceed, ensuring stability, auditability, and resistance to noise-driven oscillations. It distinguishes execution, holding, blocking, and controlled reset as different outcomes of a unified transition logic. The framework is intended for stateful systems operating under uncertainty, especially in logistics, robotics, and safety-critical environments.
